All truck drivers must be enrolled with a drug and alcohol testing program before they can get on the road. The FMCSA and USDOT require that drivers have a negative pre-employment drug screen before driving for a carrier — including owner-operators driving their own truck under their own authority.

Yes. If you hold your own operating authority — even as a one-truck owner-operator — you must maintain a compliant drug and alcohol testing program and be enrolled in a random testing pool, which a consortium provides.
QP charges $135 for consortium enrollment, or $100 for factoring clients with a promo code. Individual test collection fees are billed by the consortium when testing occurs.
The Clearinghouse is a federal database of drug and alcohol program violations. Employers must run a pre-employment query for each new driver and an annual limited query for every driver they employ, and must report violations.
The FMCSA requires random testing at an annual rate that applies to your pool — currently 50% of drivers for controlled substances and 10% for alcohol. Consortium pooling makes those percentages achievable for small fleets.
The driver is removed from safety-sensitive duties, the violation is reported to the Clearinghouse, and the driver must complete the return-to-duty process — including a substance abuse professional evaluation and follow-up testing — before driving again.
